Our local economy--still growing




Industrial park could create economic opportunities

A proposed light-industrial park on Safford’s east side will allow the city to market itself across the United States and will create opportunities for local companies to expand, Safford Community and Economic Development Director Pete Stasiak said.

In a Dec. 5 interview with the Courier, Stasiak said the proposed industrial park will be built by Langlely Holdings on 95 acres of land.
“Langley has been a tremendous partner with the city on these projects,” Stasiak said. “They listen to our needs and work with us.”

He added that city officials have been focusing on the future for two years.

While focusing on the future could reap economic development rewards for the city, the community is also looking at the impact of a state and national economic downturn.

In 2007, the city issued building permits for 208 new homes and commercial development for a total value of $37 million.


In comparison, only 37 permits for new homes and commercial development were issued in 2008. The total value was about $15 million, Stasiak said.

Even with the reduction in the number of permits, Stasiak remains optimistic.

“Five years ago, the city issued one building permit, so the city is still growing,” Stasiak said, adding that the city is “way ahead” in the number of jobs when compared to three years ago.

Several residential subdivisions have been placed on hold until there is a need for more housing, and construction of the 64-unit Casa Dorado apartments is delayed until financing is worked out, Stasiak said.

He also discussed commercial development in Safford. Those developments and their status follow:

• Vining Mortuary on 20th Avenue south of 18th Street: A building permit has been issued, and construction is expected to begin soon.

• Holiday Inn Express and Motel 6 on Highway 70: The city is awaiting further information from the developer.

• Hampton Inn on Highway 70 at Fifth Street: City officials recently received plans for the building.

• Copper Steer Steak House on Highway 70: Located on the east side of Safford, this restaurant is scheduled to open in January.

• NAPA Auto Center on Highway 70: expected to open in January.

According to Stasiak, commercial diversification helps keep the local economy healthy; however, he did not play down the importance of mining.

“Freeport is an absolute blessing to this Valley,” Stasiak said.

Sheldon Miller, director of the Graham County Chamber of Commerce, said he also sees the economy as healthy.

“We have a very solid economy here, and the mine pushed it to another level,” Miller said.

He added that the chamber is planning an economic workshop for business owners in February. The date and time will be announced later.

Is Your Property Tax Bill Too High?

Income tax, sales tax, estate tax, excise tax, alternative minimum tax...and just when you thought you'd paid them all...along comes your property tax bill as a homeowner. But did you know that the National Taxpayers Union estimates that as many as 60% of homes are assessed for too high of a value, resulting in an incorrectly larger property tax bill? Chances are good you might be in that group of people paying too much, so taking the time to review your property tax bill could save you a nice chunk of change.
The good news is that it's easy.
First, contact your local tax assessor's office and ask for someone in the reassessment area. Find out when appeals are heard, and how the process for submitting a property tax appeal works. Additionally, ask for a copy of your property card. Review the card and confirm that the basic information about your property is correct. For example, is the square footage and number of rooms for your home accurate? If the number is incorrect, the county may change the assessment without a formal appeal. If everything on the property card is correct but the assessed value still seems too high, your next step is to gather the following documentation to support an appeal. And don't be surprised if the assessed value is lower than what you think the market value for your home is--many counties use a formula which uses a percentage of market value to determine assessed value. Ask what the formula is, because an assessment which is less than market value still might be too high.
If you have a current appraisal that supports the value being lower using recent market-value information, many counties will accept a copy of the appraisal with the appeal. If the appraisal is outdated, you can order a new one--just call me for a referral to a great appraiser. You can also visit the local assessor's office or search online, and look through the public records for other homes that have similar features to yours, but have lower assessments. Additionally, contact me to get in touch with a great Realtor who knows your area. They will be able to give you current market information for your neighborhood, and help you see how your market value and assessed value stacks up against your neighbors'.
Submitting an appeal is generally a fairly simple process, but make sure to take the time to fill out all forms in advance and be prepared with your documentation if there is an in-person hearing that needs to take place.
More good news - according to the National Taxpayers Union, about 33% of property tax appeals succeed! Taking the time to review the accuracy of a tax bill could easily save you hundreds of dollars per year, adding up to thousands of dollars during the time you own your home.

Turning Back the Hands of Time

The sun is about to set on another season of Daylight Saving Time. In case you hadn't noticed, Daylight Saving Time (DST) began earlier last spring and ran longer into this fall. But, alas, all good things must come to an end...and this year Daylight Saving Time ends Sunday, November 2nd.

The extra month that we enjoyed was actually the result of the Energy Policy Act, which was enacted by Congress back in 2005 and first went into effect last year. Originally, the bill was written to extend Daylight Saving by two months, but some very verbal opponents fought the change. Farmers say that DST has a negative impact on their livestock in general--as it is tough for them to adapt to the time change, and they consequently produce less milk, eggs, etc. Because DST is not followed uniformly around the world, airlines claim that it might mean many missed international flight connections. Additionally, TV and Cable stations argued that they would lose viewers and advertising revenue, simply due to less time spent in front of the television because of more time spent outdoors in daylight.

So a compromise of one additional month of DST was reached. However, Congress did retain the right to revert back to the old dates if the change proves to be widely unpopular, or if the energy savings aren't significant.

Why is Daylight Saving Time Longer?

Despite the concerns listed above, Americans overwhelmingly like Daylight Saving Time. There is simply more sunlight in the evenings to enjoy the outdoors and get things done. Additionally, there may be emotional benefits, as we typically feel better with more daylight.

Plus, additional hours of daylight can help save energy on a national scale. Less electricity is needed, as fewer lights are turned on as early in the evening...and with energy costs so high, even a small amount of savings is very welcome.

And brighter is safer - studies have shown that the DST shift reduces traffic accidents. An increase in accidents in the dark mornings is more than offset by the evening decrease in accidents, due to the increased visibility gained with more sunlight. Halloween is also arguably safer. Child pedestrian deaths are four times higher on Halloween than any other night of the year. By extending Daylight Saving Time, however, trick-or-treaters are able to spend an extra hour gathering treats while it's still light out. Candy manufacturers are happy too, as they've lobbied for years to have DST extended through Halloween.

A study by the US Law Enforcement Admin also determined that crime is consistently lower during DST, with violent crimes down as much as 10% to 13%. For many crimes, like mugging, darkness is a factor--so more light in the evening hours reduces these types of crimes.

Falling Back... Manually

Since DST has been extended, you'll want to double-check all of your electronic devices and confirm that the time is correct. Although you may be accustomed to your computer and maybe even your digital clock in your car automatically updating, the recent change of dates for Daylight Saving Time may require that these devices be manually changed, as they now may NOT be ready to update to the correct time on the correct date!

So keep an eye on your electronic devices and remember to change your clocks on Sunday, November 2nd as we turn back the hands of time once again!

Shaving credit cards



Criminals Turn to Shaving

We've all heard about high tech online and email scams that are used by criminals to trick consumers out of their money. But now, some scammers are relying on good old low-tech skills to steal money from consumers... sometimes without being detected for months!

Authorities are reporting increased "credit card shaving" activity. Credit card shaving--or resurfacing--occurs when a criminal essentially creates a duplicate credit card using numbers from other cards.

Here's how it works...

Criminals obtain valid credit card numbers (either by purchasing a list of numbers from a black market dealer or by stealing numbers from other sources, such as financial paperwork). Then, criminals use a razor blade to shave the raised numbers off of expired credit cards or gift cards. Once the numbers are off, criminals re-arrange those numbers into the order of a valid credit card number and glue them back onto a clean-shaven card. Finally, the criminals use a knife or a pen to scratch the magnetic strip on the back of the newly created card, so that store clerks have to enter the number manually rather than swipe the card.

It's all very low-tech, but very effective! Especially, when you consider that the victims have no idea they're even being robbed. And why should they? Their actual credit cards haven't been stolen... they're safe and sound in a wallet or purse.

So what can you do to protect yourself?

First, spread the word about this type of crime. That means telling your friends, family members, and even your local merchants. Experts agree that the best line of defense is at the store register. After all, these card numbers need to be entered manually by a store clerk. If the clerk is perceptive and takes a minute to inspect cards for evidence of mismatched and crooked numbers or even traces of glue, many of these types of crimes could be stopped before they begin.

Second, monitor your accounts. All too often, people file their credit card bills or check card statements without really inspecting them. To help protect yourself, make sure you take a few minutes to examine what charges are listed. If anything looks remotely suspicious, look into it. You can start by checking it against your recent purchases, and if anything looks suspect, get in touch with your credit card company and the merchant for help in tracking down the issue.

With food prices still soaring, supermarkets are offering many deals and specials to lure in food shoppers. But sometimes, these good deals can actually cause people to spend more than they would have otherwise. Phil Lempert, author of Being the Shopper: Understanding the Buyer's Choice, offers these smart-shopping tips:

Limit Four Per Person: Scarcity can have a powerful impact on shoppers. A buying restriction can tempt people to buy more than they need, which could cause items to either spoil or sit in your pantry for a long time. Tip: In the long run, when you factor in the amount of products that spoil or are eventually thrown away, you will usually be better off financially if you only buy the amount you reasonably need and can use.

End of Aisle or Freestanding Displays: Often the "specials" displayed on the end caps of each aisle or on an island display aren't really the best deals that the store currently offers. These displays may also lead to impulse buys that you weren't intending to make. For instance, a display with graham crackers, chocolate, and marshmallows could make you think, "I'll make s'mores for dessert." Tip: While the location of these items is convenient, especially during busy shopping hours, you should only buy these items if they really are good deals.

Buy One, Get One Free: While these deals can make you feel like you are getting something for half price, if the cost is more than that of a similar item...or if you don't need a large quantity...than this may be one special worth passing on. Tip: Ask the manager if you can buy one item for half the price instead of buy one get one free. While stores don't always advertise this alternative, they often allow it.

Pre-Sliced Produce: While pre-sliced produce can feel like an easy choice, it can cost twice as much as whole produce, and can spoil faster than whole produce. Tip: Pay extra for prepared meals and produce only if the time and effort they save you is significant and really worth it.

How Much Home Can You Afford?

The single most important part of buying a house is figuring out how much you can realistically afford to pay.You'll have to take a good look at your budget, debts, credit reports, and credit score. Once you have a good picture of your financial status, start saving as much money as you can for a down payment, closing costs and other extra expenses that come along with buying a house. Extra expenses could include paying for a home inspection (around $300 - $500 depending on where you live) or hiring a moving company after the sale is final.

Depending on the condition of your finances -- if you have a lot of debt, errors on your credit report, or a low credit score -- getting ready financially could take six to 12 months or more! If your credit score falls below 620, lenders may see you as a risky borrower. This might mean you can only qualify for a sub prime mortgage (one with a higher interest rate). It might be worth your time to take a year and work on building a better credit report before taking on the responsibility of a mortgage. Also, if you qualify for a lower interest rate you could save thousands of dollars over the life of the loan. Be wary of companies that offer to repair your credit for a fee.

Determining a Mortgage You Can Live With

There are a few basic formulas commonly used by lenders to determine how much of a mortgage you can reasonably afford. These formulas are called qualifying ratios because they estimate the amount of money you should spend on mortgage payments in relation to your income and other expenses. It is important to remember that these ratios may vary from lender to lender and each application is handled on an individual basis, so the guidelines are just that - guidelines.

Generally speaking, to qualify for conventional loans, housing expenses should not exceed 26 to 28 percent of your gross monthly income. Monthly housing costs include the mortgage principal, interest, taxes and insurance. For example, if your annual income is $30,000, your gross monthly income is $2,500, and $2,500 x 28 percent = $700. So you would probably qualify for a conventional home loan that requires monthly payments of $700.

IT IS IMPORTANT THAT YOU SELECT A HOME THAT WILL MEET YOUR FAMILY'S NEEDS AND KEEP YOU HAPPY FOR YEARS TO COME.

When budgeting to buy a home, it is important to allow enough money for additional expenses such as maintenance and utilities. If you are purchasing an existing home, gather utility cost averages and maintenance costs from previous owners or tenants to help you better prepare for homeownership.

Generally speaking, if your finances are in decent shape, you could look for a home priced at two to three times your gross yearly salary. And while using mortgage calculators can give you a rough idea of how large of a mortgage you might qualify for, talking to a lender or mortgage broker in person will give you a more accurate figure.

Avoid Financial Pitfalls

When you buy a house, you enter into a long-term financial obligation. You fill out papers and sign legal documents based on those papers. It's important that you understand your responsibilities so that you won't be a victim, or a participant, in a fraud.

When you apply for a mortgage loan, every piece of information you submit must be accurate and complete. Anything less is considered loan fraud.

Unfortunately, there are people who may try to convince you to lie about your qualifications so that they can illegally make money at your expense. These people will appear to be your friends, saying that they're trying to help you. They may downplay or deny the importance of complying with the law and suggest that it's all just "red tape" that everyone ignores. Don't allow yourself to be fooled.

Be Smart

Before you sign anything, read and make sure you understand it.

Refuse to sign any blank documents.

Accurately report your income, your employment, your assets, & your debts.

Don't buy property or borrow money for someone else.

Disclosure of loan terms is not just a formality.

It's the law and you have the right to know.

Be Honest

Don't change your income tax returns for any reason.

Tell the whole truth about money gifts.

Don't list fake co-borrowers on your loan application.

Be truthful about your credit problems, past and present.

Be honest about your intention to occupy the house.

Don't provide false supporting documentation.

Don't Be Discouraged

If your loan application is rejected, find out what the problem is and how it can be resolved. Maybe you need to look for a less expensive house, or save more money. Check to see if there are any affordable housing and community programs you might be eligible for to help you through your home buying process.

The Low Down on FDIC Insurance After last month's failure of California-based IndyMac Bank, many people have wondered how safe their accounts really are. While the Federal Deposit Insurance Corp. (FDIC) guarantees most bank deposits, here are some important details to remember. What types of accounts are covered? The FDIC protects checking and savings accounts, certificates of deposits (CDs), Christmas club accounts, and money-market savings accounts. However, Stocks, Bonds, and mutual fund shares...even those purchased through an FDIC bank...are not protected. What are the limits of FDIC insurance? Bank accounts that have less than $100,000 in them and certain retirement accounts (IRAs held in CDs and money market accounts) that have less than $250,000 are fully protected by the FDIC even if the bank fails. If you want to exceed these account limits, you can keep your deposits fully protected by:

1. Dividing your money among several different bank companies. Note that dividing your money among several different branches of the same bank does not guarantee full protection.

2. If you prefer to keep your money in the same bank company, you can still be fully protected if you divide your money among various "ownership categories". Ownership categories include a personal account in your name, a personal account in your spouse's name, a joint account co-owned by you and someone else, and a trust account that names someone other than you as a beneficiary.

What are some common ways customers end up with uncovered deposits? If you purchase a CD through an investment broker, this CD will often be placed with a bank at which you already have an account. If the CD and your other accounts exceed the $100,000 limit, you may not be full protected. Before purchasing CD's through a broker, ask where they will be placed. In addition, keep track of the interest your accounts earn so you don't exceed the limits this way. What will happen if your bank fails? In most cases, depositors can fully access their funds by the next business day. Typically, failed banks are closed on Fridays, and funds are available by the following Monday. People can also usually use their ATM cards and write checks over that weekend as well. And for customers whose accounts exceeded the FDIC limit, all hope is not lost. Though this amount has varied, they can generally expect to recover 70 cents on the dollar of their uncovered funds after the bank's assets are sold. The good news is that the vast majority of US banks are secure, but the above information will help you stay fully protected.

As we head into the hottest part of the year, here are some ideas from author and home improvement expert Don Vandervort that will help you stay cool...and save money in the long run: Get 'In the Zone': Creating heating and cooling zones that let parts of your house become warmer and cooler than other parts is a great way to save both energy and money. If your home has a ducted system and wasn't originally designed with a zone system in mind, you can have a professional install a series of motorized dampers in certain ducts that will create a zone effect. Install Room Air-Conditioning Units: If your family spends a majority of time in one room or area of your home, like the family room or TV room, you can install a window unit or portable unit in that room and use that unit for part of the day instead of turning on your central air conditioning. You can always turn your central air conditioner on for those times of the day when your family is dispersed throughout the house. Install Ceiling Fans: The latest technology means that ceiling fans achieve better air circulation and can now help you save as much as 30% on your energy bill. Be sure to look for the Energy Star designation for energy efficiency. Inspect Your Ductwork: Recent research has shown that central heating and cooling systems that use ductwork can lose as much as 50% of their energy through leaks. It is important to have your ductwork inspected by a contractor every three years to make sure your system is operating at maximum efficiency. Install Heat-Recovery Ventilators (HRVs): Not only do HRVs get rid of air contaminants like odors, dust, and mold, they also grab much of the cold or heat from the outgoing air and recycle it back into your home with the incoming fresh air. To get the most accurate estimate of how much you should list your property for, your real estate agent can provide you with a Comparative Market Analysis (CMA). A CMA is an informal estimate of market value, based on sales of comparable properties in your area. It generally takes into account various aspects of your home, including size, features and annual costs.
Reviewing comparable homes that have sold within the past year, along with the listing or asking price on current homes for sale, should help you determine a fair sale price for your property. CMAs can include homes that are currently for sale and those which have recently sold. They can cover areas as narrow as one or two streets surrounding your home, or as broad as an entire subdivision. Most real estate agents will give you a CMA for free, hoping you'll list your home with them.
Each CMA contains valuable information on several recent sales, including: How long each property stayed on the market How close the sale price was to the asking price Notes comparing each home to yours, i.e.; number of bedrooms and baths, approximate square footage, sizes of major rooms, amenities such as fireplaces and pools, age of the home, property taxes and more.
The CMA is an informative selling tool, but like any tool, it doesn't work by itself. For this reason, the CMA will always need to be interpreted by a professional or with complete objectivity by the seller or buyer. Remember, too, that the CMA is also a buying tool; it is consid- ered just as seriously by the buyer and his or her agent. As you and your agent are going to use the CMA to ask the highest possible price for your home, the buyer is going to use it to find reasons to either choose or eliminate your home, and to arrive at the lowest price possible.

How will you price my home? How will you market my home? How will you keep in contact with me during the selling process, and how often? What is your fee? Will you cooperate with buyers' brokers? What share of commission will you offer a cooperating broker who finds the buyer? What awards have you won? Important Questions to Ask Yourself About the Agent Is the agent a good listener? Is the agent accessible? Is the agent part-time or full-time? Is the agent cooperative and enthusiastic, or rude and arrogant? Do you think you can have a good working relationship with the agent?

Sellers: Protect yourself and your home Never allow random house-hunters into your home unescorted. A serious buyer will be working with a real estate professional or should be willing to contact your agent to schedule an appointment. Also, always lock your valuables away before an open house - the agent onsite will be monitoring traffic, but it's impossible to be everywhere at all times.
